The 1901 Constitution, until changed by referendum, lists in the appendix 'Local Government'
as only a 'Department of a State', and has 'No Federal Constitutional Authority'.
In 1988 a federal referendum to acknowledge or 'effectively add' '3rd tier of Government' was rejected, the people's vote of 'NO' by ~60%... The Federal Government wanted to fund 500 plus 'Local Governments' directly and bypass the State & Territory Governments, who would reappropriate the funds for State Projects, all part of power play shenanigans, money redistribution and control...
From 1989 State Governments implemented a '3rd tier' anyway; against the 'Will of the people' and possibly to frustrate the 'Federal Government' of the day. The State Constitutions still has them as a Department of State, with almost fully autonomous authority; howvever the State Government holds auditing and dismissal Power over them, then appoints administrators for years before new elections. A necessary Control as shown by the corruption of several in recent years.
As each is listed as a Corporation under the UK 'Dunn & Bradstreet' and some in Australia's ASIC records raises questions about their true role as 'Profit Driven', 'Services for the Public' or 'Society Benefit' 'Public Servants' entities.
Local Government Authority & Power to raise Taxes, impose Fines, etc is at odds with State & Federal Laws. e.g. See section 117 of the Federal Constitution 1901 Act. As subjects of the Crown (Queen) what is legal in any part of Australia is legal in all parts of Australia (paraphrased). Any State or Local Government declaring something illegal in their province, which is not Australia wide is invalid.
To date no challenge in the Federal Court but interesting reactions when Local Government is asked to cite its 'Power of Authority', they quote 'State legislation'... See back page of any Rates Notice. Ask any State Government on sect 117, silence...

In 1989 Vic. Parliament added Section 74a, to it's controversial 1975 Victorian Constitution; without a Vic. referendum on the addition. Victoria has two Constitutions, unrepealed 1855 (dormant) and a self proclaimed replacement, 1975 by Vic. referendum with ~67% acceptance. Which maybe legal, but is unconstitutional, and maybe unlawful to the superior 1901 Federal Constitutional, the alleged agreement, between 'the people', 'the Crown' and Parliament. 1975 was also the year of the 'Dismissal' to Whitlam's ALP Fed. Gov. which buried the Vic. Constitutional controversy. A lot of skulduggery was then and still is in play today!
To this day you will not get a straight answer to: 'by what authority' did the Vic. Parliament in 1989 amend and add 74a to it's constitution? No Vic. referendum was called on that change; Vic. Parliament's Representatives self declared by 'convention' to modify?
Reading these sections is a legal mess. Clearly when Parliamentarians do not like the outcome of 'the People's Will', they ignore the 'rules'.
Speaking of Rules: Asked the Federal 'Parliamentary Education Office' about Constitution Rules, they are 'treated more like 'setup guidelines' with 'conventions' and other 'aspects of Governess', set in many other places, which are not all documented. That is convenient!
In the land of OZ dealing with Government feels like a 'Parley with Pirates', as what is legal, they say is lawful, usually by force of Arms or some drawn-out legal process! Do as 'Parliament of the Day' Decrees or be Prosecuted, Fined, and Gaoled! Democracy, camouflage for Political Party Authoritarians Rule, resist, repel, frustrate!
Excess of Power Grabs have happened before and been taken to the 'High Court' which has ruled 'statutes in excess of power, can be ignored!' (Ref. HCA 14, (1942) 65 CLR 373, S.A. v Commonwealth, Judge(s): Latham CJ, Rich, Starke, McTiernan & Williams JJ.)

In 2023 the Aboriginal 'Voice to Parliament Referendum' was rejected ~60% of Australia said 'NO', but State Governments implemented unconstitutional action anyway; Several Treaties with select 'living Men and Women' of each State, whom have formed 'incorporated entities' and seek special treatment from the rest of society; All based on their belief the 'land was never ceded', 'nor surrended' to the Crown and has been 'stolen'. Treaties, done in secret and against the interests of all the people?
By accepting these peoples claim, the 'State Government' effectively admits that an 'ancient Parliament' has commited 'theft, manslaughter and fraud'; since re-colonization from 1788 to 'the Government of today'. Murder, theft and fraud are 'indictable offences'; Murder & Theft are historic, perpretarators and victims long dead. However the fraud of the Land from, and on those 'the Government' then sold or leased the stolen Land to; is current and Government continues to levy taxes and duties upon all properties.
As Australian Courts have processed such claims, with the actions to grant lands back to the claimants; Rate Payers and Tax Payers for 100's of years have unwittingly, paid for the improvement, developement and upkeep of such Lands being handed back. Some by compulsory acquisition, for less than value of funds expened. Causing Harm and another injustice on people who aquired, planned and developed property in good faith.
The 'Government of the Day' originally aquired and sold same with full legal title. 200+ years later, all perpretarators and victims are dead, but the current owners are now in doubt with growing uncertainty, as there is no 'statute of limitations' for 'indictable offences' (ref: Crimes Act 1958). Crimes Commited 1840s, theft and ongoing fraud is still in question.
This needs to be sorted out, as ongoing injustices are in play and compounding harms; As a perceived 'ancient wrong', will now imposes a 'new wrong', on the people of today, not responsible for any past wrongs, but will be forced to pay or be subject to 'new rules' or 'limits' upon which 'land & property' aquired can be used?

entity. Obviously with designs at some point to place claims on all properties, sneaky ALP Gov...

The current and recent Parliamentarians and Bureaucrats need to address their own recent past and current harms; of mandated, medical interventions, lockdowns and force closures and failures of businesses.
The Self inflicted Genocide:
The 2020's 'against long established standards of safe practice of medicine', the
Government mandated and required certified proof that 'Covid-19 vaccine' was administered;
so to be able to be released from 'house arrest' and allowed to resume 'limited lawful activities'.
In reality this vaccine, an experimental 'DARPA bio-weapon'; an injection of 'Genetically Modified Organism (GMO) inside an mRNA' medical concoction of nano particals on 'the people' for shadowy military reasons, fully known by the 'Government of the Day' with State & Fed. Chief Medical Officers going along; without full disclosure to 'the people'; Why?
Those that did not comply, forced to stay under 'house arrest' and suffer the unlawful consequences on life, business, family etc. being harmed, destroyed with no to little compensation.
In 2023 the medication now publically exposed to be from military labs, that causes harm and premature
death, on 'short and long term basis' by deliberate genetic modification of the human genome,
a genocide on the human race; which is still to play out over 'all and later generations',
without full knowledge of what horrors will be presented now and into the future...
May whatever deity exists have mercy!

'State Parliament' ongoing unsustainable spending on doubtful Projects, some with 'no business model' and others with secretive Private Public Partnership (money laundering?) contracts; that the Generations that survive the jab from 'GMO mRNA' bio-weapon; are to pay off for decades, without a say about this burden of excesses infrasture building.
These contracts between two or more 'corporate entities' and a disorderly Government,
will unjustly charge an uninformed '3rd party' (the people) for the costs of construction and
operation of it all.
- Stats of how many people want the projects underway?
- Tendering process done, 'open for the public to see' or 'behind closed doors in secret'?
- Where are the 'business models' and 'projected costs and benefits' of each project?
- Where are the 'Opposition Parties', scrutinising these dubious activities?
- Where are the 'media investigations' holding government to follow the rules?
As the 'State Parliament' have admitted 'ancient fraud' occured; anyone with a contract today may find in the future, is also invalid. The only people liable, are those that signed such contracts, albeit in good faith but without checking valid authority. Valid today but deemed invalid in the future?

Would also like a treaty and compensation but from the 'members of Parliament',
not the State, as the State is 'the people', its the members and the bureaucrats that have caused harm,
not the State.

2024, ongoing court actions are in the High & Federal Courts, but curiously meeting legal trickery and delay.
Clearly something 'evil' is afoot and needs to be exposed, and our pollies fear to speakout?
